Safeguarding Our Software Independence

To maximize the strategic benefits of open-source software for Türkiye and expand Free and Open-Source Software (FOSS / AKKY) adoption across public institutions, Presidential Circular No. 2023/13 on the "Use of Free and Open-Source Software in the Public Sector" issued by the Presidency of the Republic of Türkiye Digital Transformation Office was published in the Official Gazette No. 32263 on July 29, 2023, and officially entered into force.

Pursuant to the aforementioned Circular, public institutions are required to prepare a "FOSS Migration Analysis and Roadmap Report" in accordance with the official template available online, taking into consideration the "Free and Open-Source Software Migration Analysis Guide" prepared by TÜBİTAK-ULAKBİM. This report must be submitted to the Digital Transformation Office of the Presidency within nine (9) months from the publication date of the Circular.
